Poseidon sees, and shakes his head

The setting

Odysseus is now in the open water, swimming for his life. The scene shifts back to Poseidon, who has been watching the whole wreck from above.

A note on this passage

A short hinge line that closes the shipwreck and opens Poseidon's gloating speech. The formulaic gesture — the god shakes his head and speaks not aloud but to his own heart (θυμός) — marks this as private satisfaction rather than a decree. No one hears it; the reader is let inside the god's mind.

The head-shake is the tell. It reads not as denial but as grim relish, the look of an enemy watching a plan land. Poseidon cannot kill Odysseus outright — the fates forbid it, and the poem has already promised the homecoming — so his vengeance is reduced to making the man suffer to the last inch. The gesture holds all the frustration of a god who can wound but not finish.
