The verse turns from judgement to the chosen.

And [upon all the righteous] for the righteous he will make peace, and will guard the chosen, and there will be mercy upon them; and they will all be God’s, and will prosper, and be blessed, and the light of God will shine for them.
Śaṭaṭa is “to split, to tear apart”. Dillmann’s examples include tearing a garment (Genesis 37:29) and the splitting of the sea (Exodus 14:21), so the picture is a tear. The earth splits and all that is on it perishes. Dillmann files Enoch 1:7 under a different verb, tasaṭma, “to be submerged, to sink”, so the manuscripts he used probably read a different word at this point.
The verdict follows in words Dillmann quotes whole under fǝtḥ, “judgement”: yǝkawwǝn fǝtḥ lāʿla kʷǝllu, “there will be judgement upon all”. He quotes 1:9 under the same word.
