καὶ ἔσται ἐν τῷ συννεφεῖν με νεφέλας ἐπὶ τὴν γῆν ὀφθήσεται τὸ τόξον μου ἐν τῇ νεφέλῃ,
συννεφεῖν ("to bring clouds together, cover with clouds") is a rare compound found only in this kind of weather-context in the LXX; it is not a New Testament word. The construction ἐν τῷ + infinitive ("in my clouding over") is a common Greek way of expressing "when..."
