The setting

εὐλογητός ("blessed") is the standard NT word for blessing directed at God (Mark 14:61, Rom 1:25, 9:5, 2 Cor 1:3, Eph 1:3), distinct from εὐλογημένος ("blessed" of a person, e.g. Luke 1:42). Noah blesses the Lord, not Shem directly — the blessing lands on God for what he will do through Shem's line.
