The setting

The one qualification on the new permission to eat meat: not with its life-blood still in it. This is the seed of the whole biblical blood-prohibition (Lev 17:11, "the life/soul of the flesh is in the blood") and lies directly behind the Jerusalem council's decree that gentile believers "abstain from blood" (Acts 15:20,29).
